Documents required for imports

 

  • Bill of lading (B/L) – 1 original
  • Packing list – 1 original
  • Commercial invoice – 1 original (If CIF value, separate value + freight + insurance)
  • BSC (ECTN)
  • Import Cotecna license (ADV)
  • Transit order signed with instructions
  • Registration card from the tax office 

Documents required for exports

  • Packing list – 1 original
  • Commercial invoice – 1 original (FOB incoterm must be written on the invoice)
  • Transit order signed with instructions
  • Registration card from the tax office

Specific documents

For second-hand vehicles:

  • Original Registration card
  • the commercial invoice must contain the following details: Value of the car; Year of manufacture; Engine number; Chassis number 

 Hazardous material :

  • Import authorization

For agricultural products:

  • Phyto-sanitary certificate
  • Fumigation certificate

 

CUSTOMS CLEARANCE PROCEDURE IF NOT DUTIES EXEMPTED CARGO

Pre-shipment inspection 

COTECNA carries out pre-shipment inspection (PSI) on all cargoes unless exempted cargoes.

  • Importers are required to complete a Pre-Advice Form for all imports subject to inspection. Upon receipt from the Importer, COTECNA will contact the Exporter and arrange inspection in the country of supply through their overseas network of offices. Upon satisfactory findings, COTECNA will issue an ADV to the Importer.
  • Goods requiring pre-shipment inspection include second hand vehicles and all equipment with a FOB value more than 1 500 000 cfa. 

Import Customs procedure

Permanent Import: 

The import procedures in Togo is based according to each import process term:

  • Overseas shipments
  • Overland shipments
  • Air Freight consignments

Duties exempted cargo Import:

  • Goods to be imported under exemption status must be initiated by an agreement (Model A) set up by the involved minister and then get approved by the Customs HQ.

Temporary Import:

  • Goods to be imported under temporary import status must be initiated by an authorization from the involved minister and then get approved by the Customs HQ.
  • Direct delivery can be authorized by customs under special authorization. 

Customs clearance duration: 4 days minimum for permanent import and 15 days minimum for temporary import and exempted cargo.

Export Customs procedure

The export procedures in Togo is based according to each export process term:

  • Overseas shipments
  • Overland shipments
  • Air Freight consignments 

Customs clearance duration : 2 days minimum
